The Board of Trustees is formed under the chairmanship of the Prime Minister and the membership of each of the following:

1- Minister of Defense and Military Production.

2- The Minister of Interior.

3- The minister concerned with financial affairs.

4- The minister concerned with higher education affairs.

5- The minister concerned with health and population affairs.

6- Three experts in the field of medical training and technical rehabilitation, to be selected by the Prime Minister for a period of four years, renewable for another similar period.

The formation of the Board of Trustees shall be issued by a decision of the Prime Minister.

Functions of the Board of Trustees:

The Board of Trustees is responsible for drawing up the general policy of the Council and approving the main plans related to its implementation. It may take the necessary decisions to achieve its objectives in accordance with the provisions of this law, and in particular the following:

1- Approving the general and annual plan for the work of the Council, and the programs that ensure providing the necessary capabilities to achieve its objectives in line with the general policy of the state.

2- Adopting the necessary and continuous mechanisms for evaluating the feasibility of the plans developed to implement the objectives of the Council

3- Issuing financial, administrative and technical regulations, personnel affairs regulations, contracts, procurement and other internal systems related to the Board, which are proposed by the Board of Directors, without being restricted by the laws, regulations or decisions in force in the administrative apparatus of the State or any other party.

4- Issuing decisions to establish branches of the Council.

5- Approval of the draft annual budget of the Council and its final account in preparation for submission to the competent authorities in accordance with the Unified Public Finance Law promulgated by Law No. 6 of 2022.

6- Preparing an annual report to be submitted to the President of the Republic that includes, in particular, the results achieved by the Council related to the objectives of this law.

7- Monitoring and evaluating the work of the Board of Directors.

8- Preparing and expressing an opinion on draft laws related to the work of the Council.

9- Considering everything that the President of the Republic or the Prime Minister deems important to present to the Board of Trustees in terms of other issues related to the Council’s activity.
